Wilcox & Barton, Inc. has become the “go to” consultant for a 2,000-acre monastery supporting light manufacturing, agricultural, retail, residential, and religious activities. Since 2013, we have provided environmental consulting and civil engineering to address a variety of regulatory compliance, wastewater disposal, and hazardous materials management issues. We continue to meet and exceed client expectations for both schedule and budget under strict state and local regulatory deadlines, and have thus been entrusted to manage environmental compliance and civil engineering matters for the campus. Professional services have included: • Annual Environmental Management System (EMS) audits. • Petroleum release investigation and cleanup as Massachusetts Licensed Site Professional (LSP). • Wastewater disposal system assessment and design as Professional Engineer (PE). • Underground and aboveground storage tank closure. • Design build - Above Ground Storage Tank replacement program. • Spill prevention planning. • Real estate due diligence (Phase I Environmental Site Assessment) support services. • Miscellaneous support, including water supply well registration and compliance documentation, dam inspections, hazardous and solid waste management, recycling/composting plans, and EPA Clean Air Act reporting. Annually, we conduct an audit of the Abbey’s EMS and recommend facility upgrades and procedural improvements for ongoing compliance with local, state, and federal regulations. Based on the audit findings, we prepare budget forecasts for long-term planning and implementation of upgrades and improvements. We have overseen closure of numerous petroleum underground and aboveground storage tanks on the property. In response to discovered site conditions, we have performed soil and groundwater assessments and remediation as LSP in accordance with the Massachusetts Contingency Plan (MCP). Where compliance and spill prevention issues were identified, we have prepared design plans for replacement of aboveground storage tank systems throughout the facility. In support, we oversaw the contractor bid process, recommended the most cost-effective solution, and provided inspection services during the work. Many of the upgrades were implemented to bring petroleum storage practices into compliance with a Spill Prevention, Countermeasure, and Control (SPCC) plan prepared by Wilcox & Barton, Inc. When the Abbey’s Title V leach field failed due to overloading, we promptly implemented a study to identify sources of infiltration to the aging sanitary sewer collection system. We implemented repairs to the system using cured-in-place pipe lining and redesigned the leach field. Collection system repairs are finished and leach field reconstruction has been approved by the local authority and is scheduled for completion in 2017.
